Honestly the Master's Fighter Ring makes or breaks a character in some ways.
The 60+ ATK it provides makes the difference between hitting a high DEF enemy for a couple of hundred damage with a normal attack or hitting them for bugger all and you'd need two, very fortunately endowed pieces of equipment to match it.

Mine has 280ATK on her main weapon and 250ATK on her offhand one.

Conversely my Kiriha who has 200ATK, 180ATK offhand hits for next to nothing (around 20 damage per hit) when attacking Cyclopes (a wet noodle, as you say).

The ATK vs DEF system has some strange nuances obviously.

Since you want to be stacking ATK on clothing rather than the daggers directly (it will affect both strikes that way, whereas +ATK on a dagger will only affect that dagger), IMO the theory is you can get by with having a wide range of daggers with +SUR refines - the core stat variation is not that big between 2-4 stars so you aren't missing out that much even if the daggers aren't perfect 4-star rolls, and daggers also have innate surety built in.
The nature of ninja attacks means they roll a lot of times for sure hits as well which does a lot more to spike their average damage output compared to +ATK.
