Papyrus is the ch5 shadow crystal boss.

That leaves blue soul next chapter since Seam said we're down to the last crystal.
You'll notice each soul mode crystal boss is giving us a fight we never got from UT

If you recall, Papyrus had an actual Special Attack that Sans even warns you about. The "you're blue now" wasn't the attack, that's just a joke. The special attack was a wrapped up bone that gets stolen by the annoying dog near the end of the fight.
Furthermore there's always been some speculation that Papyrus wasn't fighting at full potential since, among any other reason, he didn't actually want to hurt Frisk.
And, Papyrus has been teased and denied from the player through all of Deltarune.
So, he fits both patterns-- he fulfills getting a Blue Soul fight and he can give us something we've been missing.
The only other options I can really think of are Sans and Grandpa Semi. Sans is obviously not happening for real, and Semi's problem is that Gerson was already an old mentor figure, so Semi wouldn't have a niche.
Another reason to believe - the ch5 boss would likely be character development for Ralsei, since Kris (NEO/Knight) and Susie (Gerson) have been served already.
Ralsei is an anagram of Asriel, who was Flowey, who Papyrus loved in Undertale. And ch5 appears to take place in the flower shop.
The festival is finally a reason for Papyrus to come out in the first place, and Asgore speculates he'll sell a lot of flowers, so it's sensible that Papyrus would wind up in the dark world.
When I first plotted this out it felt far-fetched, but I've kinda convinced myself this is going to happen.

My complete starwalker/titan/angel/savepoint theory:
Titans look like un-original, flying starwalkers. They have Gray save points in their faces while starwalkers are gold. The original Starwalker is a Parallel to the Angel/player. Titans are Goner angels.
Copies are monochrome but you filled them in with care. If the Player is the Angel that means Titans are goner copies of players from doomed runs of the prophecy.
The run We are playing, when Gaster put us into the game, we are using our hopes and dreams to "color" a dead run with care, and touch and fill in all the gray, goner savepoints with our hopes and dreams.

I think the real question I'm hung up on is "why now?".
If the knight has been around for a while, why only start taking actions now? Why not a week, a month, or even a year sooner? It's either that the knight couldn't make moves till this week, or was waiting for something to happen first.
The only 2 events are either the festival or Asriel's return. On the other hand, it's possible that someone else set the knight free recently, or the knight only just got their powers now.

If Ralsei were the one who was going to die, I don't think Susie laughs it off. I think she still denies the prophecy, but she probably doesn't start laughing like it's obviously stupid. Susie being the one fated to die fits in more with the inherent tragedy of her story, where she's someone who feels like she's never fit in, never belonged anywhere, and was always kind of worthless. She finds a purpose as a hero, only to discover that in the end she'll be discarded the same as she always has.
She laughs because, even as she denies the prophecy, she recognizes the twisted irony of her situation, that she specifically would be punished after coming to love their adventures together.
