BUT, you are required to have the standard costume at +5. (For the unaware, prestige skins will be reworks of preexisting costumes). I think that solves the "Monetization" and "Generous Game" issues together.

Whales and Dolphins can buy the skin outright with a good ticket deal to boot, and older players can make use of their old gluppy status and still not miss out. The high Dia price ensures not everyone can get them, given that new players would actually shoot themselves in the foot for purchasing a SKIN over spending that in 50-75 tickets.

It depends on you, if you like the character, basically, spending on any rate up banner is fine, standard banner is a no-no.
If you wanna know if character is meta or not before pulling then ask here. Right now we have bikini Nebris rerun, which is a decent choice since they'll give away her main costume Office Nebris.
Usually you want to pull characters atleast to +1 or +4 as they usually have the most important upgrades. In this game you need multiple copies for characters to function properly, you can also buy a dupe every month for a non-limited character of your choice.
Each dupe of rate up banner you pull up to +4 gives you 10 pulls back, so say, if you spent 80 pulls getting character to +4(very lucky), you in fact only spent 30 pulls.
Don't pull for weapons, while they are nice, it can get very costly.
We will have 2 limited reruns, Summer Justia, which is a good PvP unit, and Summer Teresse which is OP buffer(usually for magic teams). So you should keep an eye on them.
As for reroll/tutorial banner Eleaneer or Celia will be good.
