Standalone DoT kits like S dalvi and old liatris are powercrept, unless it’s a stackable DoT like the new liatris or yumi. Nukes will always be reliable because they get boosted multiplicatively by buffs like chains, property, vulnerability, etc. So while 650% might seem low at first, if it hits 11 tiles with all those buffs applied on that turn, it will deal very good damage. They're fuckers though, so you'll probably need to heal after every fight. Unless Kalien is busted, Liberta is your next target if you're short on scrolls.

I don't think you are losing much on powdering her, to be honest, i pulled WD +5 in 60 pulls, so I can't exactly say how bad or good she is at +1, I've had DJ Venaka +1 for a year and she did the job fine for the most part, I mostly used her in ToP though.
I would say Venaka is low on priority amongst DPS, but she is still decent, I can't give you straight answer whether it's worth it or not. SP13 is water, so she might be of help there, but you also will have Nebris.
Like i said, those 200 powder won't matter imo, you could also scroll her if you didn't.

Goblin Slayer characters are all shit/niche at best. Best you can do is the budget option with Goblin Slayer himself. Focus on supports first, that'll allow your dps to do more damage. Summer Eclipse is an exceptional nuker, so I'd advise getting her when her banner arrives. Limited Teresse is also meta and +5 mandatory for tons of content.
