That is how I'm reading it and it's how Lei functioned in his fight as well. Once any of the reload conditions are fulfilled you switch to Savage rounds but once those are in I don't think anything in his kit reloads them. Ideally you'd get exhaust all regular tigermarks first since he's got several conditionals that count total ammo spent but rushing a stagger to switch to Savage rounds and S3-2 is also an option.

I forgot to post it yesterday because I was tired but Pyrkon PM Roundup:
I did not see more than 4 PM cosplayers walking around, all of them were doing LobCorp cosplays also (I thought I saw a Don on my first day but it was some Omori character.)
The Gacha stand did not have any Limbus related stuff.
None of the vendor stands had any PM stuff also.
Overall, mild disappointment, but it inspired me. Might go cosplaying as Grinder Mk. 4 (since it seems like it would need the least work to look good) next year.
