Triple attacks are at the center of Rising. You WANT them too feel good and impactful, yet make them slightly less important than special attacks. Otherwise, it won't feel gratifying to open your opponent up.
So they put big white slashes to get that proper feeling. It's impactful (big slashes), yet neutral (white). And it's not like they are here for an eternity. It's just a handful frames.
Then, they layer additional effects with different colors and make them much bigger to make your Skills feel special, like that Vira pic, or the Charlotta one.
Same with the big counter hit. The entire screen turns red, you get a slowdown and particle effects, all for the purpose of impact. It's visually a level higher than a simple hit, because the reward is higher.
So you still have a hierachy of visual feedback, while also making simple attacks more impactful in the process.
Do I have to explain everything about Rising visual design or are you just going to claim that everything is random?

The only example you mentioned that is fine is the big counter hit one. Slowdown and red effect is fine there and justified. In fact, it has LESS visual effects than a simple button of an autocombo that does 2% by itself, so your own comparisons fall flat in terms of logic as well. There's no proper hierarchy of attacks since ch c.h is much harder and more rewarding to land than autocombo which is the bread and butter of combo's like you implied, if anything it's the one thing that shouldn't have huge dimension slashes.
Like I said, vanilla had the perfect balance of visual effects, where they were big to be clearly visible but not enough cover the attacks. And like I said as well, I don't think Rising is awful in terms of visual clarity, but it is definitely a step down from Vanilla. Visual dimension slashes that cover up the whole attack shouldn't exist, simple as. There's nuance to this, effects shouldn't be small enough to be unnoticeable and they shouldn't be huge enough to cover things up like they clearly do in Rising. If the moment of impact (the most important moment of a move) is clouded to the point you can't tell where or how the swing was swung or what the character is holding, then the visual is ruined, simple as that, do you understand? I am not budging and I fully believe this 110%. If there was a scale of perfect visual clarity Vanilla would be at 5 (perfectly balanced), but with Rising they did too much because they had to "upgrade" something that was already perfect because that's how new editions are made these days, so it's 7. Yeah, BC right now is a bit tricky to balance. I think it's interesting to have a separate resource because BC-ing with your second or third BP is basically as if you were spending HP instead of meter.

Right now, you're still incentivized to spam BC because of other mechanics (SSBA 2BP penalty, CH side swap, offensive BC in corner, etc.). At the very least, removing two BP is denying too many resources for no particular reason other than for the sake of having a (undeserved) comeback mechanic. The damage + oki are already a good enough reward, in my opinion.

The idea with a balance change of the BP system would be to allow players to choose their playstyle regarding the system.
Do you want to get your turn back at the cost of your health? Or would you prefer to keep your points to mitigate the damage/extend your combos at the cost of guessing more to get your turn? That sort of design. Maybe you're better at playing neutral than at finding gaps in pressure. Or the opposite.
I honestly think this was their intent in the first place too.
