It's not just tactics but ultimately the 3-4-3s play in extremely similar ways. 16 and 19 aren't exactly varied in meta but at least (before the 6 medal summer) you could run 4-3-3/3-5-2 or 4-3-3/4-4-2 instead of just one formation.

3-4-3 in 21 is unique because you basically cannot consistently beat it with anything else. nothing else is even half as good at offense and its defensive structure is pretty good for a game where going down the middle is the only real play. there's a reason we got a final day with literally nothing else being run.

I think another aspect of VTL that makes it less approachable to people unfamiliar with the source material even moreso than VGL is how lame the rosters tends to be, especially the ones for a specific tuber where the entire team is just different variants of the same girl. Not to say this doesn't also apply to some VGL teams at times, /ddlc/ comes to mind (even if they aren't playing anymore), but even they have at least 4-5 to work with as opposed to just 1.

People were probably just copying what real squads looked like. I don't really know what height rules were like back then, but maybe they were more favourable so you fit in 3 GKs without punishing yourself on other subs.
Or perhaps people weren't thinking as much about condition rolls for outfield players vs GK performance.
