Yes. 9 legendaries is literally the bare minimum to run dragon you need triple Burnite, Forte, and Garyu. Garyu is the only way to deal with late game shit like dropping Orchis since clearing the board with a dragon just means they are going to drop another one next turn. Burnite can clean up the board in the midgame, and Forte is a surprise kill
