In the HF normal ending even after his contract with Artoria was severed and Salter was dead, Shirou was able to copy Excalibur Morgan while suffering from late stage sword cancer and then fire a blast strong enough to completely destroy an almost complete Super Angra Mainyu, whose more incomplete version in UBW needed a full power blast from Artoria's actual Excalibur to be destroyed. It's not that hard. They were capturing, absorbing, transferring souls for power all the time. But souls are only a one-time burst. You want mana batteries and generators. Also the mages had shit efficiency (see: Medea's original Master). They understood them well enough to be able to make artificial souls too for their machines and homunculi.

Heroic Spirit souls were special for the Fuyuki HGW though because they were super fucking dense with mana and energy and also had that pull towards the Throne that could be used for opening a path to the Root.

For starters Avalon's powers are dependent on its user's connection to Artoria, not the other way around and once that connection is lost it loses power and become inert relatively quickly. Also, Nasu has made it a point that it isn't just a matter of having the blueprints for Excalibur, Shirou does have them, but (supposedly) they're not enough, that's why all the talk about images, hollow weapons, sacrificial fairies and whatever other bullshit he randomly comes up with on the spot.
The elephant in the room is that those retcons regarding Shirou's powers ARE contradictory AND pointless and Nasu just added them because he knew that after F/SN he would no longer be the sole writer who could use Shirou Emiya and, like a spoiled child that breaks their toys when their toys when their parent forces them to share them with their siblings, he added to them to handicap Shirou/Archer because he didn't want anyone else to be able to easily write stories about his OC (not that it matters, because said writers just keep giving him the middle finger, best example being the Waver stories).

After Galatea was down, it didn’t take long for Baobhan too with Vlad ignoring the evades and invuls. Baobhan is evil so Vlad deals bonus damage and with Riding and Demonic he just needed one of those CEs like the Britomart one for even more damage.

Kinda. Mandricardo can replicate the firepower, but not the durability. Actual Durandal is indestructible, to the point the same Durindana sequentially blocked Artemis' kill sat arrows twice. Mandricardo died from it but it succeeded at that.

Excalibur is A++. Depending on how you take the weird interlude ranks, that depends on the seals unlocked (it was A at first but post-interlude unlocking the strong comrades seal it rose to A++)
To be fair here, Excalibur is a mana amplifier so the output depends on the user and dragon-trait servants hit harder (Nero in Extella is surprised Altera’s blasts reach dragon-like tier), Artoria has Mana Burst etc.
