Nebris is really good, no point in maxing Wilhelmina, you could get her to +4 if you are planning to get standard one, but it's up to you if you have enough resources, I wouldn't simply because she will drop at some point, you can get her to +2 or +3 and then buy copy from the shop.
She isn't even that good, most of the time you will be using Celia to build chains on phys team anyway. When bosses don't have a lot of weak squares, then Wilhemina will shine.
