Think of it like chess, if you're playing with the white pieces, you always have the first move and the enemy has to respond to whatever you do. If you manage to push the wave faster than the enemy, you will have a space of time where they have to continue attacking minions while you can run off to set up behind their tower, which is when you can get a proxy off. The reason I say usually is because you can also, at least on Singed, totally give up a wave early game in losing matchups and use the metaphorical tempo (you not having to spend time farming a wave) to go set up behind their tower in the same way.
Ontop of that, you gotta make sure you keep an eye on where the enemies are. If their support recalls, they will likely go top to fuck with your proxy. If your enemy jg ganked botlane, they are probably recalling to come fuck with you toplane etc.

I chilled in lane while nidalee was taking over the map with sylas and volibear, while kaisa was weak early with the setup she ran, samira struggled to get anything done because she had almost literally 0 setup from her team and zyra couldn't dig me out from under my turret but also couldn't match nidalee roams.
As mid and lategame came around sylas-voli-nidalee were getting kills without any involvement from me so I was just patiently farming and showing up to team objectives where appropriate. It's not the most exciting way to play but it was the correct one for the situation.

If you walk right into the vayne's face they're gonna try to Q away or E you to avoid you but once they're down Qiyana can easily get back on with her superior mobility.
When you use E to get on top of someone you can just walk at, you essentially used the spell for no reason and now the opponent can use their counter-spell to remove the advantage.
I've only really become lucid to this concept recently though. In my climb through emerald I made this exact mistake numerous times.

Picrel is more context for it that I should've probably provided sooner. Bard and viego just died because zac counterganked, I managed to pull out alive.
The qiyana player was premade with nami and is at 900k points as qiyana but only 19 qiyana games played this season (this being 20th), all within this week. This explains his outdated setup and rusty execution.
Now I don't have really have anything to say about the qiyana stuff directly because I'm not well versed in the details of how she works but I can speak from the perspective of playing against her out of lane.
If she uses bush Q and approaches into her E range I'm about 98% confident I cannot cancel her E with my E as vayne. Between network latency, human latency and cast times it takes too long for everything to come together and it'd most likely hit after qiyana already dashed through me. Maybe a gook on 7 ping and a line of coke could do it but it doesn't sound like something I'd be able to pull off.
I could have probably walked away from this without even using barrier if I just kept walking straight exactly in the middle between turret and bottom wall.
There is also another angle this was possible to play out for me - assuming qiyana initially greeds the ult (which she indeed does but this whole scenario ends up playing out the way it does because I assume she just ults) I could've stayed a little closer to the turret and E flashed her into the wall with turret aggro on her which would've killed her at the cost of my flash.
