The reason why a champion like Singed refuses to engage in lane to his utmost ability is because he loses literally every single matchup and has no mechanics to fight back. His entire champion kit revolves around exploiting enemy mistakes but more or less every top lane champion has ways to still win the trade, making his only choices to play for the incredibly telegraphed flash fling under his own tower or to proxy and then play the tempo game.
And with the mobility creep of modern League, there are so many games where I will not only have Swiftness boots, pop my ultimate (+25, +6 or +95 ms) and pop Ghost with the Nimbus Cloak rune yet still not catch up to champions that press a single ability (Kayle and her heal).
I don't want to see him lose his champ identity with a rework, because I believe he only needs a small change to be both fun to play but also feel more fair to play against

usually it boils down to weak early game champions that have good wave clear and thus consider it being safer to kill the wave behind the enemy tower, away from the threat of being harassed in the wave by the enemy. Since your enemy needs to sit under their own tower to last hit, they have to choose between harassing you (and losing gold/exp) or letting you scale out of your weak early lane phase for free (and eventually being outscaled, but not falling behind themselves.)

fundamentally you need 2 things: Wave clear and tempo. Wave clear you need in order to clear the waves fast enough, forcing your opponents to choose between farming for themselves or harassing you (and inevitably chasing you around) and to reduce the amount of time you are being attacked by the minions, as if you try to proxy with someone like a kayle, you're going to be spending way too much time trying to clear the wave and end up taking too much damage tanking them. Some champs differ in this sense as, for example Sion, he just oneshots basically the entire wave with QWE and a few autos, taking little damage in the process. Singed does it a bit slower but with the added benefit that he only has to have Q for it and can kite the minions around to minimize the time spent being attacked.
As for tempo, you usually only want to proxy when you have the upper hand on someone time-wise. Think of it like chess, if you're playing with the white pieces, you always have the first move and the enemy has to respond to whatever you do. If you manage to push the wave faster than the enemy, you will have a space of time where they have to continue attacking minions while you can run off to set up behind their tower, which is when you can get a proxy off. The reason I say usually is because you can also, at least on Singed, totally give up a wave early game in losing matchups and use the metaphorical tempo (you not having to spend time farming a wave) to go set up behind their tower in the same way.
Ontop of that, you gotta make sure you keep an eye on where the enemies are. If their support recalls, they will likely go top to fuck with your proxy. If your enemy jg ganked botlane, they are probably recalling to come fuck with you toplane etc.

The best you can pick is a champion that can farm in the lane and sustain it without dying. So something like WW or Ornn. Makes it so you dont lose too much tempo
