Honestly, any character they could pair with Blaze and Silver doesn't follow the visual and thematic paradigm they've already set in place when it comes the team stuff.

The Power member is the one they're missing, and character that looks like they take a hit and dish it back in kind. None of the reserve hero roster fits this, they would need an entirely new OC.

That's the biggest problem for Silver and Blaze, they straight up aren't allowed to do anything with their native lands anymore we'll never see the actual future Silver lives in, we'll never see the Sol kingdom ever again the only acknowledgement it will get is castle scenes of Blaze leaving it and Marine saying bye

Sega may be willing now to use their cast in games but they're still cowards at giving them independent stories, they only found the courage to do so with Shadow because he's already massively popular and thanks to the corporate headaches of Chronicles and reception they'll never try to give Knuckles independence again either, nor Tails and Amy, they're straight up Sonic's nut huggers now and always will be to the point even in IDW if sonic needs to be by somebody it's usually one or two of them.

It's sad really, IDW is actually sticking to the independence of these characters Shadow isn't around unless there's a crisis and is getting an arc in 2 years for some god forsaken reason, Knuckles isn't around unless someone fucks with Angel Island, Blaze and Silver weren't around for so long people started complaining now both characters are on a forever vacation from their home realms just to justify them being around because sega doesn't give a shit where as with Knuckles and Shadow there HAS to be a reason to justify their appearance in a story

The ideal approach to resolve this is also the least likely they would take, and that involves making more characters for Silver and Blaze respectively. But ST already knows what a trap that is when it comes to how the fans will latch on to the new characters, so making one new character to be their new equalizer is the best compromise.
