In theory it has these generic link starters that gives the impression that it could fit in most link/earth machine.deks, but in practice it almost feel like a xenophobic archetype, like heroes or ddd. I think the issue with arrow based gameplay is that they mostly end up generating monsters that are too situational and that would just be better off if you lacked the requirement.
It's cooler for the strategy element that you did the thing the right way to achieve the end state but once its solidified its just a restriction applied to an otherwise fine card.
The difference between

and

Is negligible, but the latter is useful in more situations. Same goes for Special Summoning vs Special Summoning to a specific zone.
Konami needs to design Links to ironically be strong as shit to justify the shit conditions, but the conditions are also so lackluster that once they are gotten over you just have a strong as shit monster for no reason. Like if the above instead said

Again, its a weird situation. What you have described has the versatility of the generic cards with the bonus to boost the power, but its creates the dynamic where nobody in their fucking mind would ever do the generic part and would hyper-focus on the specific, which loops back around to the same dynamic.
Pointing-specific effects are too easy to perform to justify any sort of powerful upgrade, yet also are an arbitrary gate to effects if used on its own.
Tributing a monster it points to to "upgrade" the removal to banish sounds nice but the card essentially reads
