Not at all possible unless you have the luck of god. I say this as a guy who did spend on quite a few umas over the past few years, it's just not possible. And honestly not even worth it because you'd be missing out on skill cards if you spent everything trying to get every character.
I will say, a lot of characters do end up unlockable for f2p players without having to roll at all, once legend races and daily legend races come out. The former won't get you all the way without buying star pieces in the shop, and the latter takes months of daily racing to grind out.
