That’s more because of how the race mechanics work.
Hors tries to stay in a specific spot relative to other Hors based on their strategy and their max speeds aren’t really super relevant until the final straight.

Depending on distance you’re going to want to aim for like
Short: 300 Stamina
Mile: 350-400 Stamina
Mid: 450-550 Stamina
Long: 600+ Stamina.
You can mitigate this a bit with heals. Quick rule of thumb is white heals are with 50 stamina, Gold are worth 100~150.
Stamina acts as a hard limit to how fast your hors will go since they automatically try to run at a speed where they’ll run out of Stamina right before the finish line.
Otherwise, you want more Speed, and INT.
Speed affects horses maximum speed, INT affects horses positioning and routing, prevents them from running too fast and burning stamina, and critically skill activation.
It gets easier as you get better gene parents and decent supports.
