So why did Bethesda remove the leg slot in Skyrim? Pants are one of the most important pieces of clothing, is it because finding a new armor in previous games, but still having the old pants, disincentivised the player from, using the new armor, since it would not fit with the old pants.

Remove Auto Parallax, Terrain Parallax Blending Fix, Parallax Occlusion Mapping etc. that you may have tried. Leave only the parallax texture mods (also keep the standard versions of said mods, have the parallax versions overwite them in your load order), run PGPatcher with Parallax and Complex Material enabled, then set all the complex parallax parameters to true in enbseries.ini.
If only it hadn't taken me hours to figure this out.
