I feel 4cc has usually failed to have balance between two systems, the time that VGL had two height brackets it was almost by a miracle that both bufflets and height abuse were really balanced. I don't think choosing between 4 or 5 medals like this will be balanced one will end up being just stronger.

They can keep the number of medals the same for every team but tweak it a bit.

The best way is go back to 21 but make a bracket that has height abuse, bufflets or 343. First two brackets are banned from using 343, third isn’t and can use 343 but doesn’t get height or stat buffs. Alternatively could look at a 343 bracket that means you only get GGSS while the other two get GGSSS but can’t run 343. If it’s too bigger nerf the back to GSSBB and 343s lose a bronze. Get more formation diversity from this than any other PES but 17. 343, 433, 352 and 361 are all viable formations with it.
