How would you make the least useful SPECIAL stats more balanced in the classic Fallouts?
ATOM RPG used its CHR equivalent as a check instead of speech a lot of the time which I think is good. It makes sense that CHR would be used for 'charm' approaches (especially seduction) and speech reserved for more logical persuasion.

I played NV back when it came out and finished it, remained a fond memory ever since. Installed Viva Las Vegas few days ago, played it for a couple of hours. Stopped due to atrocious dialogue, characters (are those even characters? average bloatfly is more interesting) and location design. Goodsprings, bland as it is, dwarfs most of the ramshackle crap you find afterwards. Huh, can't say I hate this.
The default zoom on long scope is same as binoculars default, and you can zoom them just the same. I like.
Gauss rifle at least feels now a lot better with true projectile instead of hitscan, the delay made it feel awkward and the secondary explosion was already a hidden projectile so combining the two into real "true" projectile was definitely the right move, just need to get used to leading my shots now. Thankfully they are really fast so adjustment should be easy.

Haven't tested bows yet but they seem to be the next meta, especially for raids since you can shoot trough enemies to hit their weakpoints on their back in manual aim, such as shield generators.

Scorch beast health has significantly been booster and are no longer one shottable with revolvers, legendary ones can take up to 3 shots now.

Haven't really noticed anything on super muties yet.

No it's a buffed 45. It has nothing to do with a 51. The 60 was a field upgrade of 45's by slapping more armor on them to keep them on the field longer because 51's were more expensive and harder to make. It's like the T-45 is the F-15, and the 60 is the F-15E that is still in use with modern weapons, avionics, and electronics, and the F-22 is the T-51 which was a completely different model to begin with.

Not to mention that with every new season, having to update all your builds across all your chars is a pain. I used to have 5 active chars, each with 10+ build loadouts. Now I only have 1 active char, with 1 or 2 updated builds. It's way too much work having to update every build of every character every new season when you know the next patch will just break everything again.

The new PTS has gotten me excited to play the game again, been farming materials for ammo for few days now and I don't remember ever seen this many extractor camps or fellow dwellers running to lead mines and scorched rupture sites.
