You're overthinking this and relating it to an rpg way too much. Her Power is F because in relation to what an A Power is, its F. The letter grades are what position and distance shes good at. Growth Rates are for when you train.

I cleared by running a pace chaser urara and focusing mostly on speed. Honestly for most runs when you still don't have good factors, your best bet for late/end runners is to increase front/pace to B/C and use that to avoid being blocked by mob umas (and even then sometimes the RNG will cram 7 umas into front strat for some reason)

If you're wanting to specialise in dirt racing you're going to need her as a parent somewhere along the line. The game is genuinely super stingy with dirt runners. She actually doesn't have the worst skills either, it's just that she has too many of one kind and they don't supplement her low speed and shitty story events, once again making her more suited as a parent.

Not really but there are situations where it's equal to another stat. There's gonna be some long distance PvP matches early on where you're pumping stamina as much as possible at the same time.
