The whole format was based around the idea of everyone getting an equal voice and the anarchy that would ensure. A veto power would undermine the original vision. Meta decks in both the TCG and OCG format will have multiple avenues with which to extend past any one for one handtraps, Ryzeal can extend past infinity Imperms, every Dracotail sets an S/T, almost every K9 searches a guy, etc. And even for meta decks like Mitsurugi and Memento with very obvious powerplays will have ways to extend past them or dodge, the name of the game is extension, not literal +0 vanillas from hand, but back to the regular scheduled combo after Ash or Imperm comes down.
Needing outside engines with 0 synergy is also a sign of a bad deck, Tour Guide being a 1 card combo in Unchained is fine since she has incidental Fiend synergies is fine, Ghoti needing SHS because it can't make a Level 6 Synchro is not.
Minusing yourself for no benefit like DBP EVERY MONSTER TRIBUTES TO SPECIAL or Myutant is also pretty bad, for the obvious reason that going -1 on every action is terrible, for both extending through interactions or even trying to run handtraps it's fine if you actually plus off it ala Merlanteans, devastating if you don't.

Actual engine pieces, Red Eyes has theoretically a bunch of bits to make a competent deck with a non-OPT searcher in Black Metal Dragon, Turn 0 options in Soul, a lot of reborns in REDMD and Flare Metal, and endboard pieces in Drillbeam, Fullmetal, Spheres, Dragoon but it is just missing many of the fundamental pieces most decks have to actually start doing anything

There are a few ways to look at it.
A, a deck that struggles to actually do what they're made to do. Take tistina for example. They have the worlds most convoluted otk that relies on their opponent controlling 3 face up cards to even pull off otherwise its like 4-5 card combo. Miasma made them a little bit better but ultimately their gameplan is so backwards. They have cards that can flip your opponents monsters facedown...but that is opposite from what their field wants. They have a bunch of traps that one could argue would be good but again, they're locked behind you controlling a tistina boss for fairly middling effects. Wow they can turbo varudras and I:P/S:P but...thats not really much of a board and its basically ignoring the entirety of the deck outside of "puts bodies on board". They're a going 2nd deck that actively hates blowouts or a terrible "control" deck with their traps.

B, a deck that legitimately does nothing. These aren't really as common in modern yugioh but some decks just don't do anything. Lets take Triamid for example. They...turbo a beater. That's almost all they can do. Their trap gives them a single pop. And to be able to get this kind of board, you have to put a fairly high commitment in your deck because they need a lot of their field spells. Their normals do nothing. They don't really mesh with any other rock support. They just make sphinx and MIGHT have a pop with the trap. War rocks is another decent example. You get a weak floodgate that only functions in MP1 and 1 negate. Most of war rocks monsters do literally nothing. +200 attack.

C, Decks that require very specific cards in hand to be able to play at all. They lack consistency to an extreme degree. I'm gonna call out nordic here. If you don't open a nordic monster, you actually can't do anything. So you're forced to run a lot of bodies all just so you can make the link-1. If you don't open any nordics, you don't play. At all. Nothing.
