Metzen is to blame here. He's the one that made the team split themselves half way over the development of TWW over it and two next expansions for his trilogy. He has the actual MAIN team develop Midnight and to a lesser extent, the Last Titan. Tons of stuff in this expansion is just retooling the old/deleted stuff to buy time and end this thing in the most cohesive manner.

The current team is stretched thin like never before and it SHOWS.

You still don't get it? Not every mount has the same drop rate and not every mount is getting a 10x increase, they're all getting different increases, 10x is just the average.
Like for example if ashes of alar has a 3% drop rate and invincible has a 1% drop rate and they're both getting a 5% increase, that means they require different boosts to reach that same number. I'm bad at math but just for example sake let's say ashes needs a 3x increase while invincible needs a 5x.

We don't know the actual numbers they're using but they said one even has a 25x increase so it's not like everything is getting a flat bump.
