So WHAT really happened with BFA is they tried to avoid HFC situation, so they speedran development of BFA, azerite armour basically didnt exist until the final month of the beta. There were no max level templates like legion had as well. They had to cut alot of their class changes for 8.1 at the time (Boomy ele shaman were 2 big ones, and unsurprisingly they were among the best specs that tier). If they planned to release BFA not in august but in december the game would have probably released in a much better state.

Aside from that BFA was actually ambitious in terms of scope, they separated the levelling again (3 zones for each faction), which even when we had 5-6 zones the faction specific content was pretty slim (and going forward we just have 4-5 zones nowadays). The alliance story sucked nuts and its clear they put alot more effort into the horde story, the alliance actually has no reason to even be in Uldir narratively. They also released multiple high quality cinematics during BFA, which they basically haven't done since and those cinematics are better than our fucking expansion reveal trailors now and they could not have been cheap.

Also shadowlands also speedran its release which is why we had the 11th hour 1 month delay. Shadowlands also had the longest turnover between raid tiers of any expansion.
