All the whole '3 keys' nonsense talks about is that the 'suffering circuit' is the source of the reploids turning maverick - the, you know, unreliable copies made by a guy who found X, didn't tell him about his past, kept him sealed why he was replicating him like he was cookies, and then eventually felt like letting him out of the capsule. X turned out fine, but since robots are meant to be conflicted about their decisions, that source conflict helps drive them insane.
The more I think about it, the more '3 keys' seem like an equally bad as X8 on 'why mavericks happen'. If a robot has free will, the robot can make bad decisions. You don't need to come up with cookie cutter nonsense like 'only guys like Sigma can go Maverick at will' or 'without suffering they'd be fine'. This implies you can't become a psychopath unless you feel remorse. And these guys hardly do.

I think the problem is more trying to explain things that needed no explaining or were already sufficiently explained than that.
The X series is like a veritable graveyard of forgotten plot threads. Up to X3, where still a sizable chunk of the story was left in the manuals, X wanted to find out who he is, why he was built, and who built him. Beginning with X4, they just shoved that aside. And what about Cain? Did he croak of old age? That's fine if he did, but why the fuck aren't we acknowledging it? The guy fucked the entire world by creating reploids, you can't gloss that over. Then you have Douglas just vanishing into thin air, and Signas halfway there becoming a bad coach in X8 who compliments you even if you ran into spikes for 9 minutes straight. To say nothing of the entire Wily conflict which spanned X2 to X6 only to be dropped like a hot potato.
The guy writing X8 had literally any and all of these to address, and deciding he needed to up the nonsense babble to the Nth degree with bullshit about free will being solved is what he went with.

Actually that's not the case. The original limitation of the pre-X robots was never the three laws. (Even in MM7 it's not clear it's a solid law rather than a convention)

Review what Dr. Light said. He says that with X having free will, he could violate the 3 laws (or specifically the first law). Therefore he has him under testing for 30 years. The implication therefore is that X is going through 30 years of testing so he DOESN'T violate the 3 laws (not that he absolutely cannot, mind you, but with the goal or ensuring he doesn't).

Of course, the laws are all made up anyway. The point of the testing was to ensure X wasn't a bad robot.

Continuing on the schizotheory: the humans wanted to punish Weil but did a shit job. X wants to KILL weil but he cannot/doesn't want to because he's a pussy. So he instead arranges things so that he gets killed. It's basically guaranteed that given enough time, they will "test the waters" so to speak with a safe installment in one of the mainline series (Probably X9 this time around). But the idea of full revival, as in, consistent large releases every few years? No chance. Mega Man was in truth never a heavy hitter for Capcom and they have even less reason to care about the IP nowadays.

Inti is happy producing 2D action platformers that are relatively small in scope and budget because they're a relatively small company. These kinds of projects make sense for them.

The strategy of pushing out low budget games for modest returns isn't appealing at all when you're the fucking Monster Hunter and Resident Evil Company.

Gameplay wise I'd say the major fix could be shortcut warps because the wave roads are way too long and remove the linkpower gates. Combat is fine I guess, just a bit dated compared to DX and SF3
