The sad thing is, I agree with you to an extent. MMO players are starved. If a good mmo came out, it would sell gangbusters. But I don't think Square has the talent anymore to make an mmo that isn't just good, but is also good enough to peel mmo gamers away from their "main" mmo. It's a herculean task. It's a huge upfront cost with what investors surely see as "high risk" currently because of all the failed MMOs

The thing is, "high risk" is from all the absolute fuckups that have promised THE WORLD in their new MMO, driven people into an absolute frenzy of hype, and then released the most garbage P2W cash shop bullshit you've ever seen in the hours before global release. This then causes such a whiplash of emotion that people straight up boycott, refund, etc. the new MMO and extreme discourse erupts over it.

The crux of the issue is that it's a doomed cycle because the same investors that started those shitty P2W practices that failed MMOs became known for are also the same investors that won't agree to a giga project as costly as an MMO without the guarantee of their slimy business practices being injected upon the heads of the developers who just worked 20 hour shifts for the past year to bring you their passion project which will now die in the next week because of those business practices they had no choice in that they were probably told about 5 hours before the playerbase was.

The thing is, people are tired of all that content WoW has.
People yearn for something new, and I agree it is a herculean task because people DO compare a brand new MMO to the content of a 20 year old MMO, but ultimately I believe it's the reasons I listed above that are the actual doom of MMOs, not the lack of content. People rotate games anyway so someone might want more content but be okay with what they get to start with and rotate into playing it on new patches. Not an MMO but look at PoE/Lost Epoch in comparison to Diablo to see how that generally works.

Imo they shouldn't bother if they aren't going to go back and rework the first one to not be so poorly designed as a 24 man raid.

This might be an equally bad idea, but they should design them more like 3x 8 man raids with a competitive factor to them.
Like have M5S perfect groove type mechanics where you are trying to execute perfectly as an 8 man. And a single 8 man can clear the 24 man and carry the others, but only the 8 man which execute perfectly get good loot. Like only have the hair drop for the groups of 8 that didn't get any deaths or DDs and did their personal group's DPS check.
Make killing the boss as 24 not matter much. Have 3 separate DPS checks, where only a single one of them is tight and has to pass, and only the groups that pass theirs get loot but the others can still clear and do the content and get something.
Design it so 16 of the 8 can just limp across fine, they just don't get rewarded unless they play well. But at least make it so 8 competent players is all you need for the actual clear and reward them for carrying the others.

Forked Tower is similarly bad design where a SINGLE PERSON out of 48 can wipe everyone an hour in.
