Metzen is to blame here. He's the one that made the team split themselves half way over the development of TWW over it and two next expansions for his trilogy. He has the actual MAIN team develop Midnight and to a lesser extent, the Last Titan. Tons of stuff in this expansion is just retooling the old/deleted stuff to buy time and end this thing in the most cohesive manner.

The current team is stretched thin like never before and it SHOWS.

Everything in Heartlands, Seasons, Faerin's short story and this patch came from Metzen and HIS crew.
Danuser was long gone by the time all of those were conceived.
He's higher in hierarchy and gets to decide what leaves and what stays on the general scale. If Metzen would truly want her out, then this Stromgarde thing would not have happened. He would not have her go to the surface or solidify her as the potential love interest for Anduin.

After those first ten its junk and rarely 5 shards.

I have opened 18 chests on 4 total alts across 2 WoW accounts but all on the same Bnet.
first 10 chests gave 6 shards each
2 chests out of the next 8 gave 5
6 gave nothing but trash after the initial 10.
