Pass skins have been rerun if I'm not mistaken, but that was an anniversary thing. I remember getting thug Lyfe but I had to buy a special pack. I'd say they're more limited than most outfits, which rerun fairly often.
Which skins are "the best" is ultimately subjective, but yes Snowbreak mostly finances itself via purchases of skins. (That's why they can afford to be generous with the gacha itself.) Most normal outfits are going to be plugsuits and some of them look great, but if you want specialized stuff, dresses and bikinis, you need to swipe.
