Not entirely complete yet; I need more Decarabia seals to get Battle Acumen II on Hell Biker over Fire Boost II, and Rakshasa seals to give Belphegor Auto-Mataru II.
AoE Fire isn't covered; swapping Belphegor to Thoth for an innate Mafreila and swapping White Rider's Mafreila to Maragion (or Magarula/Mapsio and having Hell Biker use Maragion) would fix that. I just prefer Belphegor for his resists and stats.

Hell Biker REALLY benefits from being fused BEFORE claiming the free version from Business Plan; otherwise you're hoping seal RNG gives you Magarula and Mapsio early.

as to your question, basically when you get 5*, no matter where in pity you are, you have 50% chance to get what you want. If you will get spooked by a cat then next time you get 5* will be what you aim to get

Well, there are different "genres" of gacha pulls with their own conventions. This type of gacha, with these rates, this banner temp, this hard pity, etc. From Genshin to Devil May Cry has a very typical soft pity so this one feels out of place. There are plenty of games with no soft pity but they are a different pull system with 1% rates or directly purchaseable character copies or whatever else.

It's not a secret but it's also extremely vaguely worded in the descriptions of games that have it.
Essentially imagine a closed big bag full of blue balls with one red ball mixed in.
In gachas without pity, you blindly pull out a ball, if it's blue you put it back, and then redo it again until you hit a red ball to win.
In gachas with hard pity, you keep pulling out balls like the above without pity, but at 80 balls, they pull the red out for you and call you a winner.
In gachas with soft pity, after enough tries, they start removing blue balls, making it easier for you to get the red ball each time. Until you ultimately win.

Regardless of whether there's soft pity or not, at the start of the banner there's a 50% chance the 5* you pull will be the featured unit, and a 50% chance it will be a different unit. If you don't pull the featured unit, the next 5* is guaranteed to be the featured unit.
So what soft pity does is make it so instead of going to 80, losing the coin flip, and going to 80 again to get the featured unit, you're more likely to see the coin flip at ~67 pulls. Yes you're getting jumpscared earlier, but you're getting jumpscared by a unit you'd be jumpscared with regardless, which means you're just getting to the featured unit that much faster.

Tier 1
Ann: Gives a shit ton of DMG compared to 4 star, can burn a target for some rng shit prevention when Key might lose a burn.
Onions: 30% DEF down, a support capability that the 4* Star COMPLETELY lacks.
Fleuret: Gives a LOT, a LOT. Gives both CR and CD, and gives a quicker, less RnG startup. Also the 4 star sucks as it's too RnG.
Leon: 4 Star does not buff the teammate at all. 5 Star buffs the teammate and is gives a decent amount.
Joker: Not that much inc relatively, only at here due to being the only limited.
Tier 2
Ryuji: 5 star gives 36.3% CD+31.5% DMG, 4 star gives 73.5% CD. I don't think I need to elaborate.
Rin: Around 20% more DMG is good, but like. Is it rlly neccesary? Plus 4 Star gives more SPD for breakpoint.
Puppet: Quicker Startup. 8 Stacks with S2 S3.
Riddle: 22% more DMG. Same with Rin.
Tier 3
Mona: Crit on a character with overcap. Plus lack of buffing capabilities. That and he has a very good free R6 4 star alternative.
Closer: Her Personal DMG is shit, and 11% more DMG is really...pitiful, even it's for the team.
Key: 18% more DMG, again, is nothing. Esp since he buffs like 160% DMG alr.
Sepia: I question a lot of the time: What is the purpose of this weapon? Sepia is a DoT Curse Bot for Pazuzu(and Messa) and will be one.
Yuki: Minimal (De)buffs, plus Fox is AoE and this is ST.
Tier 4
Okyann: Bad and inconsistent Beat Gain compared to 4 Star.

Moko: 22% ATK is good, it's just that Moko is shit. It will get Justice with SMoko.
Midnt: GOD weapon, shit character.

Future chars:
YUI: Tier 2. 4* Weapon is decent as it gives crit and only has 5% CR and 15% DMG. The 5 Star Weap is certainly not bad, but the 4 star is just good.
Marian: Tier 2. More Healing, albeit less necessary compared to others bc she heals a shit ton and 25% DMG on Burst Turn. OK, gives a bit more buffing capabilities, but not that worth.
Fox: Tier 1. Gives a shit ton. 4 Star Weap gives a total of 34.5% DEF and 28% DMG, while the 5 Star gives a ridiculous 45% DEF and 72% (Counter only) DMG, but let's be real, Fox's DMG outside Counter is Pitiful.
Queen: Tier 2. 4 Star Gives 24% ATK and 40% DMG, while 5 star...It's a weird case. It gives 24% DMG and 30% ATK, but provides 40%(t2) to 60%(t5) DMG boost on the S3 of the said turn. So, outside of flat ATK, the 5 Star is worse than the 4 star on t3 and t6. Again, weird case. However, her weapon does have 1 very good pull value: Looks extremely cool and her 4 star looks ugly.
Vino: Godly. Allows her to reach EHR breakpoint earlier, stack more Ailment for Queen and 3/4 of the Ailments are good period. More DEF% debuffs.
Phoebe: Tier 1. Here comes the first true Kit Weapon. Not only is Phoebe's weapon extremely good, with it providing ATK for her to cap her insanely high ATK breakpoint(6500-7000 with MI!) easier and without Power with high Reforms and providing Crit buffs to allies up to 4.8% at R0 and 9.12% at R6(with also 7.2%/13.68% ATK and 6%/11.4% DMG on the side), it also is very good with it having the chance to reduce Phoebe's NAVI Cooldown, with 100% at R6, for every 2 cocktail she makes. Added, it also have very good dupe value, so there is your first true "consistent" off-banner weapon.

You don't "beat it" you just do enough damage for rewards, which is done by beating up the boss enough. Bring an AoE team and you should be fine. You get much higher scores after you do enough damage to stun the boss. You don't need much to get the full personal reward
