I kinda doubt we're getting new weapons with new elite specs. They just don't have that much bandwidth for new weapons and traitlines and utilities etc, it's probably the compromise that makes elite specs possible in these "mini-expansions". One thing I could see them doing is maybe reworking the least used weapon for each class for the elite spec maybe, but they've basically decoupled weapons from elite specs.

I can't speak for JW yet, but I just bought them both during the sale and I've been enjoying Soto very much. The maps are super cool and the metas I've done so far have also been very good, plus it's finally nice to be able to buy all those items from the wizards vault. So for the price it's on sale right now, soto has definitely been worth it to me, and for certain is not as bad as the anons here say it is now that all the chapters have been released and it's a full package

They're much smaller, lower-budget expansions than the first three, and the content in them is a little bit iffy in spots (for example, Janthir Wilds has very few boss fights, and the SotO patch content is trying to tell a 15-hour story campaign in maybe 2 hours.)
Both of them have pretty big additions to gameplay though. SotO adds a new weapon for every class, gives you easy access to a flying mount, and lets you use elite spec weapons on different specs, Janthir Wilds adds spears as a non-water weapon for every class and gives you a pretty fun ground mount.

I think both of them are still worth it, but you do have to go in knowing that you're getting a bit less for your money than with the first three expansions.

To add onto what anons said, SotO gives you access to legendary armor from open world content, and with JW you can get a legendary spear and legendary back piece from open world stuff. Armor and back piece specifically are really nice since other avenues to get legendaries for those slots require pvp/wvw or instanced content.

There are also convenience features that the game pushes through the gem store like inventory bag slots, build and equipment templates, infinite gathering and salvage tools, etc. Gems can be bought with real money or exchanged with gold in-game, so it is possible to get any of the cash shop items by just playing the game. I finally got into WvW, and the mode is kind of fun, but it's also infested with discord trannies larping, self-importrant guilds with retarded requirements, and retarded French and Germans who can't cooperate with English speaking players. I'm going to commit at least long enough to get my legendary rings, but I need something to do when there is no open tag so I was thinking of a leecher build.

The plan is to follow around private squads, or even enemy squads, and try to tag as many people as I can in clashes. I'm thinking something that can get around projectile hate, hit multiple targets easily, and escape well when focused.
