In my case, when I first opened the game it told me to enter my birthday and then it forced me to select a new account. It turns out my Steam account was already linked to a Nexon account -- but said Nexon account wasn't using my Steam account's email, it was a completely unrelated one.

I would suggest trying to log into Nexon with every single email you have until you are given the prompt to continue, and then check the linked services in that account's settings.

To ANY newfag, ALL of your AP should be going into the base missions to get as far as you can.
Base missions give cafe upgrades at certain milestones, this increases energy generation, that results in more AP to spend so more account levels.
This is your main concern. Not stars. Not ANYTHING the level drops. Not hard modes.
Get as far as you can on the base missions, you will eventually brickwall on one of them.
Once you hit that wall, THEN you can go back and try to get 3*s on earlier missions, do hard modes or sweep a stage if you need gear.
And your priority will be getting to a point where you can get past the wall to find the next cafe upgrade.

Just make sure you don't forget to actually craft some furniature and put it in the cafe to actually get that energy regen.

Don't worry too much about resource investment until you're hitting account level 60+, the requirements scale so much anything you put in at your level isn't even going to move the bar at max.
