That theoretically should work, as long as you're careful and don't slip your real IP accidentally and Steam moves you to America or whatever your real place is. Then you'll need to create new accounts every time they catch you and their system catches multiple accounts moving regions back on same IP as your main it could get hit too. Leveling is purely based on energy spent - spending 100 energy on hards or 100 energy reading the story has the same outcome.
The only things you can do to impact it are gain more energy, which means either a) Getting further in the story and upgrading your cafe (make sure you actually put furniature in it to max your comfort rating), or b) Spending pyros to refresh your energy, which is arguably worth it once a day but rapidly increases in cost.

Just spend your energy and try to get as far in the main missions as you can.

Be careful, it gets increasingly unstable the more you crash from what I can tell.
I went from crashing once every few hours to maybe twice a session. Then it crashed during a story scene and I couldn't even log back in without getting a driver error. It seems like ticking AA on makes it exponentially worse as well.
For the time being I'm not going to risk it again, I had to delete my appdata nexon folder to get it to default so I could finally get past the log in screen softlock, I'm just leaving it on fullscreen even if its a bit annoying not having borderless mode until it gets resolved.
