She doesn't have to do this. It doesn't make the attack noticeably more powerful than "mere" elemental brute force would. It's just something she can do. The Millennium Castle Reality Marble that is her heritage from Crimson Moon is just kinda bundled up into the MP and shot wherever and whenever she wants it to be.

As a huge Kuku fan myself, I don't recommend the current pool. You have a 1/4 chance of getting Kuku, whereas there are literally no bad options for rolling in the meta summer pool. A single NP level for Kuku is still relatively desirable by comparison, but I wouldn't say excessively moreso than an extra Arc/Avalon level if you already have them even if your Ibuki is good enough. If you really want Kuku, I feel your pain. But I also recommend you err on the side of caution rather than gamble on a longshot.
