Why?

Because they expected her to be a financial success. It's obvious from the amount of marketing they threw at huohuo they seriously expected the banner to well. She was the 3rd limited sustain, the best true healer to be released yet with her offensive abilities. Mihoyo thought they made a charming, interesting character that was worthy of an event.

the most important part of a Phainon team is having characters to buff him and give him Action Advance. Sunday is one of the best ones that can support him but you can also cope with Bronya who is a a standard character that also give him buffs and AA. Ideally you want both for Phainon but if you are new i wouldn't worry too much having having the absolute optimal team for him. Just try to make do with what you have.
