Literally no, throughout ch3 Tenna yearns for the past. He doesn't want Spamton back as much as he desires to go back to a time when they were together and less mentally ill.
Remember from Tenna's OWN account: he immediately reached for the phone when Spamton ran away, instead of running after him. He chose wealth and fame over love even AT THAT TIME. This isn't something he brings up as a deeply regretful action and that he'll do anything to make the mailman forgive him. He's mad that Spamton ripped him off and that their honeymoon was "fake" the whole time.
Remember the Pipis scene where Tenna says out loud that he'd accept Spamton back for support. But when Spamton does show up he's immediately disgusted like he's in denial that the THING in front of him(calling him [Trash Heap]!!!) is his ex.

From ch4 onwards, he is trying to move on and he'd have come to terms with the past. Getting back together with Spamton would be akin to starting a new relationship. So he's gonna have a set amount of expectations like that his partner showers everyday and cleans his dick cheese off.

I'd be insanely shocked if Toby didn't cover his ass with one on some level just to cover possible leaks (even if you trust the parties, its good to have a legal contingency in case shit happens, especially with playtesters). Will Shen was probably unable to describe the shitshow of Bethesda during Starfield while he was working there, and only did that GDC after he left. Will also note legal binding's not the only reason a team member could be quiet, maybe no one's asking to know how the team dynamic works, or maybe they want to keep their position on the team and just silently accept hiccups as they may.

I find the main problem with it is that Susie has by far the longest and most comprehensive character arc in the game and Noelle has NOTHING to do with it at all, yet she gets to reap the best reward and bond with her to the deepest level, and after interacting with her for the shortest time of all.
Kris, Ralsei, Lancer, Toriel, Gerson, literally all of them spend a longer time with Susie (maybe not Toriel on this specific point), they have more meaningful moments with her they contribute more to her development and making her break away from her shell. But somehow Noelle is the most important without actually doing anything at all. In fact the few scenes they even have need Susie to actively pretend they're something else, be it a dream or a study session, while the actual important stuff happens elsewhere. Which means Suselle is just a distraction.

Noelle's got a great character is the thing, and it's even a bonus that she's dogshit when Susie comes in because it adds character flaws. The real negative comes in like you say, if she really does just get to swoop in and take Susie and her flaws aren't painted as flaws. Toby writes good characters but the issues come in when he doesn't acknowledge the flaws of said characters and just paint them as right or swee them under the rug.

He did this before with Undyne and Alphys, they suck together and have no chemistry, common interests, desire to dabble in their unique interests etc. You CAN do something with that, but the issue comes in he doesn't do that or glosses over it.

TL;DR Noelle is great and wonderful, but will drag the entire narrative down if she gets with Susie with no issue and it's treated as a good thing after repeatedly showing us how bad of an idea this would actually be.
