Don't worry about power anyways, the story and collection is the main draw.

movement maxxing comp?

Main thing I'm seeing Katya has over Chen atm is part breaking which Chen sucks at. Katya's damage will probably end up higher, but she has some ramp to her.
Both can backload damage, but Chen looks like she can deal with invuln phases better since she can still stack arrows.
Aoe is probably equal since they both don't need resources for it. Though Chen probably deals with tanky mobs better

Ksana was good back in her day, but is not a good pickup now. Her lack of range is a problem with a lot of modern encounters (just think about trying to fight Leviathan with her...) she doesn't scale as effectively with supports as others do, and if you want movement speed, Frito is the superior choice
