I think its more likely its one of the goners from undertale, gaster or a embodiment of krises past trauma. I think the fact that you cannot perceive him, not but because hes behind a tree he is just generally like that, you cant even draw him makes it most likely gaster or someone related to gaster.

Papyrus has no friends in Deltarune. No guidance from Undyne, no goals like the Royal Guard to pursue, no traps or puzzles to focus on, no Flowey to manipulate him or give him direction. He wouldn't make sense as the Forgotten Man, but he's probably much more lonely and lost than the Papyrus we know.
People think the flowerโs in asgoreโs shop are going to be individuals, but I expect an omega flowey situation where itโs all 7 (6?) of them controlling a puppet

random theory but I think the intro to chapter 2 where Toriel says "is that a knife? NOOO!!" is actually a flashback where Kris stabbed somebody and this was Tori's reaction to finding out. The emotion Tori has in the text and the emotion she has in the pie tin cutscene do not match at all. Toby also did this in Undertale after you fall down in Waterfall

Which isn't gonna happen for two reasons: one because the two major personal traits Kris has been shown having apart from just following the mysterious promise are that Kris cares enormously about friends and loved ones's well being, even if the plan requires otherwise sometimes; and being suicidal af and hating having to carry out said plan and feeling guilty and very probably in consequence unworthy of Susie. And two, the game just doesn't have time for a plot like that. Next chapter is chapter 5, which could potentially be when Kris crashes out of jealousy, but that'd mean running this series of conspiracies through chapters 6-7 when the main plot of the game should be in it's final stages and we should be heading full speed towards the Knight, the shelter, Gaster or FRIEND or Dess or whatever's left.
What could happen within that timeframe is going full Oersted, feeling betrayed and abandoned again and going off the deep end and needing to be rescued.

Deltarune really undermines itself by having furry characters instead of monsters like Undertale. Undertale was unique because these were all JRPG mobs malboros, skeletons, and fire atronachs but they were humanized instead of mindless beasts so it made you think who's really the monster.
