You have to adapt your cards to compensate for what your legacies lack. I had mainly power sparks so I ran 2 stamina cards, which still overshot the ~500 needed for Arima. Getting friends on speed at higher facility levels will yield as much power as that lower facility so you just let whatever power sparks you ended up with carry you until you get that leveled.

I'm using a guest Taiki Shuttle with a 3* Power spark which gave me 63 in stats. The mother was some random shitter Daiwa Scarlet just so I could get Front/Sprint affinity, only 33 in stamina and 5 into power.
