As for what it maybe, a comparison to the recent releases, outside of CeC fake games and frito by extension, there's been a lack of sci-fi or robot/mecha game/setting, knowing if the announcement hapens around the specified date for the second out of 3(4 counting CeC) 30th projects, by historic means according to what happened in 2021, the conclusion would be that iX3 will be next.

They wouldn't agree to a job, if one died at the start - Prometheus would probably rampage until he became inoperable, and Pandora would either become unresponsive, and refuse to move from Prometheus' side, or self-terminate upon hearing the news.
You need to give your characters a reason to give a shit about the plot; neither would try to seek redemption, if the other is gone, because the only emotional support present during their life would be gone - in the audio drama, Prometheus has a nightmare where they're both fleeing from Mavericks, which shows Pandora is ingrained in his subconscious mind; it's clear they have a sibling connection forged through hardship, that can't be handwaved with 'oh well my sibling is dead i guess i'll save the world i suddenly care about????'
You could probably write the amnesiac angle, where one is recovered, and wakes up in a bed with no real idea of what transpired, but that's just kicking the can down the road - memories will eventually return, and the question to immediately address, is going to be "Where is ?", and the the situation is going to be worse, when "Why didn't you tell me?" follows it, leading back to the first paragraph.
The ticking clock element can be addressed through many methods - partial extensions through repairs by capable third parties (Ciel is human? Have her do it, she has the credentials), still functioning repair capsules (Both siblings show some level of hacking capabilities, so they could probably rig it), bio-metal mcguffin shenanigans (Ciel is a bio-metal? Have her provide life/power/hope, the antithesis to Model W), simply having the plot operate at anime speed ('5 minutes until namek explodes', etc), have it render them inert, but alive to be recovered (Albert's plan would have been massively set back, if they had let the timer tick down, and didn't pay out their centuries of negativity - EXPLICITLY the key that awakened ouroborous at the end of ZXA)

If they had opted to do that, Inti would have at the end of ZXA - the moment when the Model Ws drained them of their negativity, they could have both died, and fulfilled their purpose in the plot, yet they were kept alive, and the main character shows hesitance at leaving them behind, despite this. I imagine the biggest threat to human Ciel, would be old age - she's human, and the term 'centuries' is thrown around often in regards to the Game of Destiny, and by multiple characters, characters that would have no reason to exaggerate length of time. See, you can point at one character saying it, and go 'oh, it's flowery to emphasize their suffering', but when another backs it up, it's consistency.

Of course, with the developments in cybernetic technology, humans can live a long time - going back to Weil, his suit was made to sustain him biologically, and his memories were digitized to prevent him from mentally degrading, so the technology IS there, and has probably gotten better over the centuries (Compact, discrete).
However, I don't know if Ciel would subject herself to Legion's body modification program, because Albert was deeply involved in that, and he would probably have records on her, messed with her genetically, put a tracking device in her, etc - Albert was paranoid, and I don't think it would be in his character, to NOT keep an eye on Ciel, considering she had a hand dealing with Weil, and she's got an intelligence that would make her a threat. However, she only ended up acting in opposition to him very late into the game, when Serpent started causing issues, and I can't imagine Albert PERSONALLY handled every procedure, so maybe she got it early on when Albert wasn't very diligent/underestimated her and didn't take precautions, etc.
If not legion modifications, though, then question is: could she do it herself? Modifying wetware and implanting augments is a lot different from developing a reploid, so it's not in her inherent feats. Is Ciel smart enough to learn human augmentation? Probably? Especially with the timeframe - she could have developed reploids, or automated tech to do it for her, to circumvent the feds.

So, a human Ciel in ZXC would be incredibly old, and probably need some crazy tech to keep herself going.
