In theory, it's very easy. Just open your save file and change the playstyle from "AmbientHorror" to "Standard". You'll eventually get a quest which summons the monolith to you if you don't already have one on your map (Strange Signal). I have the note how saved, but I've never done it myself yet, so I can't promise that theory works exactly in reality. but it should be fine.

if you're too far away from friendly settlements, you'll never get trade caravans, and there's no way to consistently get them without goodwill, which you can't get because you won't get quests for them, which further limits items
there's a lot of problems with the faction system as it stands right now, but making effectively all interactions with factions be locked behind either murdering their faction members or quests before you get comms and pods is one of the biggest reasons, and extreme distances between settlements exacerbates the issue
you can bloat the amount of factions which would make more since (say, 200 citystates) but it bogs down the storyteller having to track significant pawns from hundreds of separate factions and tanks your TPS
