It's a jump that has a certain timing when you're coming down with an attack. If your opponent doesn't block they'll get hit as normal, but if they DP you'll land and be able to block before the DP hits you. So basically you get the best of either hit/block or baiting the DP.

You have to know when you get one though, the timing is precise. I think basically everyone gets them off of throws, for instance.

This one is a bit awkward to explain, but it's pretty simple to perform in-game.
A safe-jump is an option select. What is an option select? Option Select (OS) is when a same input can lead into different outputs depending on situation.
As an example, if you press Far Light, your character will do their far light.
However, if you press Far Light while blocking an attack, your character will not do anything. That's an option select, you input the same button, but the outcomes are different.
A safe jump is a jumping attack that will hit the opponent just as they're getting off the ground. If they mash a normal or throw, they'll get counterhit by your jumping attack, if they block you'll be very plus in their face but the most important part is that if they DP/reversal, you'll block it for a fat punish.
Usually in Granblue you get auto timed safe jumps after throws, so all you do is throw them, jump forward, hit a jumping normal (usually jumping Heavy) while you hold back.
Set the training dummy to do DP on wakeup and go try it

Which is ultimately nothing unique to Vira, nor is something that she's really privileged for. Like Beatrix and Narmaya have more than one special that allows them to get into Ferry, without spending meter, and while being relatively safe.
Don't even think that Ferry is that much of a bad MU for Vira, but you certainly have to play the very patient zoner-game.

I for one prefer to make my own opinion from the information I have at hands from the games, my experience with it, and how the characters perform in tournament rather than to rely on the ones from random strangers on the internet, including the so called "pros"

I exaggerated a bit with that but teleport is the only thing you have to watch out for if you're zoning so there's no mental stack. He only gets a second option when he has 50 for U fireball and the counterplay is the same - wait and respond with dodge or 66L/2H. And if you're not playing a zoner you don't really have to change anything, M teleport is the only one fast enough to punish anything.
His M fireball is really good but almost everyone has a plus frame extender. And all his specials suffer heavy cooldowns so you kinda just get to wait them out.
His damage can be good but he barely gets to BL4/5 anymore so it doesn't come into play ever. If they adjust that or the cooldowns he could be really good again, he just isn't right now IMO.
