The fate collab characters have well thought out designs so someone at hoyo is capable of making them.
I think the balancing team just doesn't work collaboratively on characters and instead they divide the work, which leads to inconsistent quality based on the distribution of talent.
The hysilens kit changes make a lot more sense and address valid concerns about her sp positivity and energy rotation.
Cerydra's kit changes are just raw stat additions if she teams up with phainon specifically.
