The reason people want DR in a punish counter state is that you're at a disadvantage when checking a drive rush every single time, if you check it you get a +2 frame advantage which doesn't grant you anything that significant for most characters whereas the opponent gets a raw +4 frame advantage from the DR button and if the person that tried to check the DR happens to be late with it then it goes up to +6 frame advantage. Not only that but in trade scenarios once again due to the raw +4 advantage you're still at an disadvantage. Not only that the enemy can gimmick their way out and condition you to not check it by doing shit like DR Donkey, DR Suppressor, DR Sway, DR Adamant flame, DR... you get the point.
So yeah I think it would be fair if we got a +2 frame advantage increase on checking this mechanic.

It's interesting to note that playing footsies is a hard counter to drive Rush cancels, as raw Drive Rush is notably worse and carries more risk behind it.
