I don't think you'll find many people defending the welfare farming situation.
I do think BA does a lot better than most games - there's always a proper re-run so you get multiple chances and if you're around from the start you can usually max the character for free and the fact they DO archive them is better than I've seen some games handle it.

I do agree that it'd be nice if the recap events just had a hard mode you could sweep daily even if it was for the long haul it'd take for 1 hardmode to eventually get a character sorted. Having to vent permits (or raw ligma) is unpleasant feeling. Definitely something I hope they improve on even if it's just slashing the welfare-permit rate.
