Compared to what? These are easily in the upper rung. Full Stop is probably the strongest ones we've got. Solemn Yi Sang and Red Eyes Ryoshu were generically pretty good but with how modern ID's are, Don and Rodya are easily up there.

Lobotomy Corporation is objectively a loop story, it would not be the same if the time rewinding and related mechanics were not present, in Ruina it doesn't matter how many times you redo a reception because the story treats them as one-and-done instances. You could play through the entire thing with that NoGrind mod and it wouldn't be narratively important at all, unlike how Ayin is canonically resetting and using T Corp's time manipulation on the facility

Here is the real reason why Rodion is stronger than Don and its the only part of the kit that matters:
Keeping Rodion at negative sanity via from 0 is easy.
Don requires either losing clashes, EGO use, or triggering her reversal via her s3.

Don's kit was partially harvested to make her EGO, using the corroded form of her ego can set you straight into Mania mode and give you enough charge to trigger all the conditionals for those skills. This makes don do insane damage with her skills, more with attack weight. Again, she's designed for fighting multiple enemies while Rodion is best for dominating a single target.

The biggest problem with Limbus' gameplay is how make or break clashes are. In Ruina it was a lot of chip damage, so you could play more risky with your clashes. The stagger bar was separate so you could take a big chunk of HP damage without it mattering too much. Limbus? Most IDs blow the fuck up from a love tap. There's no fixing this, so the gameplay will always be massively gimped.

HP and stagger resists can be different, meaning you can take certain attacks without having to worry about it blowing you wide open and leaving you vulnerable next turn.
Losing HP is not as devastating as it is in Limbus because losing HP also means getting staggered. It means you can play around with HP as a resource much better than you can in Limbus, which opens up strategic options.
HP and stagger being separate means you can design a wider array of mechanics around them (abnormality cards that help with HP, abnormality cards that deal with stagger). Tremor is a gimped version of this.

Stagger is just flawed from the get go. It's supposed to be a punishing mechanic for a bad play, but the bad play here is just you luckshitted the wrong 5% and so your nugget is dead.
Losing one turn worth of clashing from your staggered sinner is already a big penalty by having enemies potentially go unopposed / unable to be redirected, most sinners having 3 stagger bars within 50-100 hp when one coin of damage does that much is just stupid at this point.

The thing with Ruina is that HP (playerside and sometimes enemyside) didn't scale to high heaven when compared to Limbus's standards, nor was there this big emphasis on Sin Resistance and a standarized Normal/Ineffective/Fatal Physical Resistance template.
By the time you get to SoTC, you have Pages that have mainly Normal resistances across the board with the exception of a specialized physical resistance/stagger resistance, like, for example, Blunt Physical/Blunt Stagger Endure.
Endured resistances already made you tough out some of the highest-rolling attacks depending on which type it was. Ineffective resistances are also very, very rare, and the only instance of a Page with Ineffective Physical/Stagger resistance was Binah's page, and you're supposed to use her in the Red Mist's reception to nullify Kali's attacks.
Cutting up Stagger into these little thresholds instead of it being kept the way it was is why everything is so squishy. Not to mention the clusterfuck that are Coins & Sanity.
Realistically, an entire overhaul of these systems (or a complete reversal) SHOULD be considered, but the chances of it actually happening are close to nil. In which I mean that it's practically impossible.
This is also a good time to ask, what the fuck happened to the "Thumb West" mod? That one bundled up the Thumb's bullets into a neat little deck separate from your hand. I liked that mod.

I've just gotten tired of arguing for it anon. So I just let Ryoshu sit on the Red Mist slot since everyone ignores the rest of the list and only talks about that when I don't.

I think Yi Sang fits as Roland because otherwise Heathcliff is just a retread of Erlking.
I think Heathcliff can work as Roland's friend Olivier instead.
Faust feels like a lock in for Angela or Angelica (Former if Roland gets Angelica's weapons)
I think Rodion can fit in as Vergil for their themes of guilt (Vergil orphaning people, Rodion for getting her town killed) and unresolved depression. Probably be his pre-ego form.
Vermillion Cross is so unknown I'd just like SOMEONE to get him.
Don Quixote doesn't fit a lot of Color Fixers, but I could see slotting her into a Purple Tear like backstory, with her escaping the Lighthouse early, regaining her memories on her own and searching for her lost family (multiweapon master two based off Sancho's boss fight).
Sinclair would probably get the Bari ID if we ever got that, considering canto 7.
Hong Lu seems pretty set to have some blue sicko energy based off his capstone id. Also cares for Xichun so that has some overlap with Argalia. Not like this would be the first time sinners are suddenly siblings.

I genuinely have no clue what they were thinking when they decided to put these conditionals in the EGO corrosion. The SP cost is -45 so to not nuke your team you need to pull off some bullshit like starting the turn at -1 SP, have Faust roll heads on Fluid Sac to kick Don's SP up to 24, then make Don overclock Love and Hate, and pray she flips tails twice for full damage. Just for a whopping +1 attack weight and +1 sinking count.
I'm convinced they originally planned for the ID and EGO to respectively have conditionals like:
