I like how 2 issues of Blade of Courage are better than the very best IDW has ever had to offer.

Cream isn't 'devaluing the cast by being a civilian'. She's exceptional among civilians by being able to rise to the occasion by joining them hand in hand in their fight against the nefarious Dr. Eggman. That's what makes her special. That's why her fighting alongside Sonic is notable and important to her character. It's a contrast between her and every other civilian in the series. Not anyone can do what Cream does. Because Cream is an inspirational figure, someone who rises to the occasion, to fight for Justice and defend their home.
Cream is a lot like a younger female Sonic. Who rather than being a full-time adventurer, must balance her heroism and her normal life. She's just a fun-loving rabbit who loves her friends, herself, and her home. She's unapologetically feminine and cute and it's wonderful to see.
Cream has a bit of an ego and she can be a perfectionist, striving to be the best at anything, or at the very least adequate. This synergies well with her exceptional nature among civilians. Leading by example and proving that hard work pays off.
Her arc is similar to Amy and Tails. However, unlike Amy, she is not motivated by love. She is motivated by Justice. And unlike Tails who sought to follow Sonic and be like him, Cream sought to follow his example and embrace aspects of the Wind into her life when applicable. Balancing her ties with the Wind and her lifestyle. She serves as a great example to the audience of how to be like Sonic while being a 'normal' person. To always stand for what is right, to always strive to be better, and to treat others and yourself well. But not to be a doormat and let others walk all over you.
Cream is a great character when properly utilized and written well. SEGA does not know how to write her.

The only reason anyone thinks Cream should stay at home and never say anything about Tails is because Cream is a Girl, and Tails' intelligence often outweighs the entire rest of his character in some people's heads.
Cream being female automatically makes her labelled as a helpless damsel in most people's eyes. They may say "she's a child" but what they mean is "she is a helpless worthless useless female", being six is just an excuse. They don't actually care about that. Hence why they never say anything like that for Charmy, who is also six years old, because Charmy is male. Charmy is a boy, so he is automatically strong and capable and tough.
Tails' whole character is being a kid brother to Sonic, but no, he's "smart" and builds tech stuff, so that means lots of people will dismiss his entire character, motivation, personality and even skill set just to hyperfocus on his intellect alone somehow being all that he is. But that also means they completely ignore his age, pretend he's far older than he actually is, so despite Cream being a mirror of him, they fail to see any comparison.
All because Cream herself is a six year old GIRL, not a six year old "Boy". This is silly. In this franchise, both boys and girls, kids and teenagers, are all capable of doing what Sonic does as long as they have the will to do it. Tails, the "Kid" character, and Amy, the "Girl" character, are both capable of keeping up with Sonic and being heroes in their own rights. So Cream, who is "Kid" and "Girl" simultaneously, should be equally capable. And she has been since her literal debut.

Sure, there's a lot of xenophobia in Japan, it's not all Cherry Blossom trees, but that's one mighty fine glass house you're throwing rocks out of.
But these are massive generalizations. Japan has tonnes of Western influences in the music design of Sonic, and signs of Arabic, Chinese and European motifs throughout the series, not to mention Southern America for one of their best games.
