also make sprint burst, prove thyself, built to last, deja vu, off the record, champion of light, vigil, distortion, deliverance, overcome, lithe, and botany knowledge basekit. Also remove the exhausted status effect so survivors can be a little more balanced and stack effects. Also make it so that if you DO run any of these exhaustion perks post-basekit implementation, you get an additional 3 seconds of increased speed. The game would still be intensely killer-sided but it'd make things a little more fair for survivors. Maybe also re-add insta-blind flashlights.

Balance them, and make your own ideas instead of complaining.
These perks are gen regression or pause. These and Aura read are the most popular because they have the biggest effect. Chase perks like Bamboozle are almost always ran on certain killers. If you were to nerf the meta for killers, it's similar to nerfing the meta for survivors, so making every exhaustion perk's haste a second slower.

What perk would you say combos up nicely with Dracula's gameplan? for example, i'd say sloppy butcher pair well with Oni and Ghostface as they rely on their basic attacks, and Infectious fright goes well with instadown killers like Bubba and Hillbilly; but I cant think of something that works particularly well for Drac.

Tombstone reduces your movement by 9% so you also need to build up PWYF. using bloodlust as a core feature for a power is a good idea but I'd personally opt for bloodlust 3 making him able to do something like oni's blood fury run but slightly slower and only lasting about 3 seconds, but being able to turn with normal controls instead of tank controls. Either being a way to finish the current loop quickly or get a survivor that's holding W. And also add a portion for the axe mori where a radio spawns and plays an entity-remixed "hip to be square"
