it does not, season 1 and season 3 (to give you an idea even the nips hate season 3) are by far the weakest seasons for different reasons, you usually are only gonna watch those S1 and S3 when you really want more of the umas because you loved the horse gacha, season 1 focus is on special week and suzuka, with more slice of life than racing, season 2 is where things pick up and is much better overall.
now having said that the trainer is still boring, daiwa, vodka still might as well not exist, same for special week and suzuka (which made season 2 better lol) the show really struggles to highlight the other umas, which fair enough since there is too many for screentime but the focus on teio and mcqueen and their struggles was a lot better as a tradeoff

what is the beneficial difference between acceleration and velocity skills, if their bonuses are so short, them activating anywhere outside the very start or last spurt seems kinda redundant (as you will revert back to your original values far too soon to really see a difference, especially in cases where you are playing left-right-left with an opponent)?
In both cases, it feels like you are getting roughly a ~0.5 second improvement in your race time, which might not even play into the final gambit at all.

I'll do my best to give an extremely basic overview because I think the mechanics are more fun to pick up on through experimentation than to have explained at you and I'm not a total master myself:
speed - most self explanatory, your uma's speed; the higher your speed stat the higher the 'soft cap' of her velocity, skills can augment it during the race
stamina - basically health, it's drained over the duration of the race and drains faster the further ahead your running strategy is. I cannot 100% confirm it but as far as I can tell your speed/power don't cause it to drain faster
power - represents a few things; first and foremost it controls acceleration, mostly at the beginning and end of the race, so it's important for things like sprinters making it to the front fast and early and end closers being able to effectively sweep past everyone at the end. It also seems to influence your uma's ability to move horizontally past others
guts - lessens stamina drain in the final stretch and causes slower deceleration when you're out of stamina, gets reworked later but as of now you generally want to forego it in favor of stamina
wit - most straightforwardly, it increases skill procs; with a base rate around 30%, 50% at 200, and 70% at 300; going up by another ~5% for each hundred points from there. It'll also impact your uma's navigation, causing lower stamina drain in the middle of the race, greater ability to push ahead through the pack before the final stretch, and greater ability to navigate out of / avoid being boxed
