Finished watching that 2024 fg player video and the takeaway is he believes that new players don't have the drive to learn and so that's why the genre is flawed and so the suggestion he makes is adding a quest system that gives players incentive to learn how to play by targeting specific mechanics or fundamentals before ranked matchmaking unlocks so that they don't get overwhelmed by the already experienced players.

While not a bad idea I still don't believe it'll make grounds for keeping players around for too long.

Something that Deadly Alliance's Konquest Mode (which in this game is just a glorified mission/tutorial) does that I feel a lot of fighters should do is actually include story/lore content that unlocked the further you progress. Single Player was a big driver for DOA sales and is still doing the job for MK, so there is some truth to investing more into it. The problem is that just making a regular game with 20 characters and 10 stages is VERY expensive. Fighting game characters have hundreds of animations, each has to have a catching and distinctive design, a massive move list, have to be very precisely balanced, etc. By the time you go over the essentials the budget is so bloated no one but the largest of AAA studios can take the risk on that.
The netcode thing is good, don't let people gaslight you, it's good that online functionality is now considered a base level requirement. Most other genres had that by 2001.

But to answer your question, arcade stick is what these games used to be designed around, yes. You may want to give it a shot because it may feel more intuitive. A good keyboard is also fine, though. The one you use may lack anti-ghosting features, which makes it harder to do fighting game inputs, but I don't know your setup. Also, some players find pad awkward in general.
If you do get a stick, make sure you get a good one like the Mayflash with Sanwa parts. A bad one will probably just make you hate playing on stick.
