Regardless of level or usability, you want to have as many Personas fused as you can because they give you Schema points, which help the MC, beyond that you have enough resources to just max level a Persona you need and leave them behind, until you get to level 40/50 every Persona is too low tier that you will find them real use in lategame outside of giving skills to others.
TLDR, Dont worry, fuse as much as possible, and check if you can fuse the non registered, if you have enough coins the game automatically buys them for you.

In that mission Joker is probably your main DPS, if you want, make Wonder your Supp and make him spam atk downs, def ups, freezing also lowers the damage, but beyond that I don't know what else you should be doing, grab lufel or another healer, maybe the defensive navi, and you should be good to go.

I upgraded my cards and weapons, and swapped out Tomoko for Ann to get the little more damage instead of the little more healing. I also got the Persona you guys suggested which was absolutely helpful as a healer. lufel was level 30 at the start of this remember, he was buffed all the way up.
