It's not necessarily uncommon to ban extreme top tier stuff because it leads to boring mirrors either. Now people DO ban Wolverine for reasonable reasons, Spiderman somewhat less so, and some characters straight up reflexively without actually thinking it through because others do it or because they don't want to entertain dealing with those. In the same way that the same strongest stategists will be picked because you don't want to leave things to chance. Because sure, in theory, Sue can give Wolverine the blow. Or you can just ban him and not take the chance, just the same way that having Loki around is more complacent than hoping the Mantis player can hit his shots.

I think reworking BP entirely is going to make him completely different and could just be the same problem with a different flavor. He's working as intended, and people don't want to deal with that because the only real counterplay is communication. If BP is unseen you know he's going to strike and someone has to get ready to peel or make sure he's not going to be able to kill one way or the other. Proactive measures, really.
But asking randoms to do that is a fool's errand and gutting the character will just lead to gutting the next one down the list and so fortth.
And that's no way to handle the balance. Conversely just banning him is working and basically leads to BP terrorizing the lower ranks until he gets banned.

All of which is to say, I think we need to think about solutions to the problem, much like fliers being too strong, rather than handing out straigth reworks and cutting down numbers.

I think BP rework is inevitable. The "right" way to play this game involves intentional comps and counterpicking and all that. That's not how people are inclined to play though. Certainly it will help you climb faster, but people will stubbornly force their pick all the way to Eternity because that's just how people are. There is something to be said about the frustration of that type of character that you don't feel like you have any sort of back and forth with, that's why people don't like the sniper characters, but more than that you cannot one-trick BP and he is the biggest punishment for one-tricking a character who is vulnerable to him. They are going to need to make his matchups a little more even, even like a 66-33 split, but they are going to cave to people on either side of the BP debate who want to one trick.

How to fix BP: give him 2 charges on his dash, 4 charges on his spear, but half his damage

You really can't make a hero shooter like Rivals and have a character like BP who is really only "countered" by The Thing because Yancee Street disables all movement abilities. BP and The Thing want to be in two different areas of the battlefield. BP kills so fast by the time you leap to your backline your support is likely already dead. No one enjoys dealing with this type of dogshit because the existence of a single character on the enemy team forces the opposing team to completely revamp either their team comp of style of play.

Remove the blast on impact with walls/the ground of BP's spear. Every other diver like Psylocke has to aim, meanwhile BP only needs to look in your general direction to get kills (plural, because his entire kit is AoE for some reason)

Winrate by itself is not a great metric for balance because you wind up with situations where a character is only ever picked in their niche so they have a great winrate, even if they're overall weak. This happened with Thor in I believe season 2.0. I would agree that you have to look at multiple factors in concert. That is in fact the thing I'm arguing in this whole comment thread, that banrate by itself is not some indicator of character balance. Also, the Jeff thing was because of all the times people would have a 2-2-2 comp and then actually only have one healer because "Um actually Jeff is a dive DPS". It's just about making more comps work in QP more than anything.
