Forest will be a combo extender who has a large pp cost that gets reduced for each point of combo and gives pp back when played, will be insanely overpowered for a while but will ultimately require a far too specific pattern of play that can be disrupted earlier than it can go off.

It depends on how you rate cards - some cards are insane at their best but slightly more situaltional, while some are always great but never insane.
To me, the candidates for second best are Kuon, Norman, Gildaria, Orchis, Aragavy. Dclimb is unquestionably the best card in the game though, and it's not remotely close.
